GENERAL

D. Bandy presents information on anti - climbers: AAR standard exists for all engines manufactures after Aug. 1, 1990. Anti - climber constitutes overhang beyond end of pilot and reinforcing. Must be able to withstand force of 220,00 lbs, engine will begin to lift off trucks at 110,000 lbs. Dash 7, 8, 9's all have this feature as well as collision posts built in. GM units have anti-climbers built to withstand 300,000 lbs.

CAT unit crashworthyness unknown, Bandy to evaluate installation.

Dash 7's 3rd seat installation impractical, can only come up with 14" between third seat and conductor's seat or console, Sopel to advise operations that only 2 seats be installed. This problem has two other implications: Will third crew member be required to ride 2nd unit? Elimination of plans for third seat means that no low back Air Chief seats will be required, these seats were to come out of the Dash 8-9's and replaced by high-back models.

 

OUTSTANDING ISSUES

 

Air quality report, accepted with some reservation, UTU believes testing was not extensive enough
Electromagnetic Fields studies submitted
GM Units:

-Ovens, some complaints about hitting head on it in new location, padding to be supplied

-Weather-strip, Sopel to instruct carmen to inspect at datal, weather-strip to be included I in future datal checklist

Emergency valves lifted to accommodate fridge, all to be in same location

-761 to be done next, all to be completed by end of 1996

Dash 7's:

-7493 to be done mid to late Feb. 96

-metal around windows rusted requiring refabrication adding cost and out of service time ( 7-8 weeks rather than 4)

8 to be done this year balance in 1997

-headlight to remain above windows as test, add ditch and corner lights

-Can we use Rocky Mountaineer units as lead if these problems are eliminated:

-cold

-dirty

-no corner lights

-seats changed to Air Chief

-Prime fridges and hotplates installed

-Senff to poll membership and deliver answer by weeks end

Emergency Location Equipment

-Sopel presented report from Nov. 9, 1995 meeting of reps from CUTE 1, TCU, BCR (NOTE: UTU did not attend this meeting) report recommends that application be made to Inspection Branch that requirement for Train Location Monitoring be withdrawn, as a result this committee will not pursue this issue further. This must be investigated as I do not consider this acceptable

Second blanket in First Aid kits

-56 of 80 done

Stretchers: 17 of 24 done

Cab Noise

-horn relocation 15 of 16 done

-bell relocation

discussions with MARC indicate not in favour although no bell location standard exist, regulations to be implemented in future, Cambell to supply Federal Regulations

-headsets

material for installation delayed, headsets to be supplied to all? Sopel to seek clarification. Bose sets not compatible. Supply yard and electric first, balance to be supplied ??? Need clarification

Lighting

-engineers reading light OK, electric engines need improvement

Air Conditioning

-initial investigation indicates $16,000 cost per unit, investigation ongoing

Toilet Room Ventilation and Heating

GM's end of '96

CATs modified, need feedback

Dash 8-9's, ventilation problems while in DB?

Desk Modifications

-surfaces to be non-slip, non-reflective

-2 large clips to be supplied on desktop to prevent papers sliding off

-cupholders to be removed

-gaps between desk and wall to be sealed

-window glare eliminated as desks modified

-new emergency brake handle location - will attempt to recess further, OK'd

-pocket for emergency response forms to be supplied

Shorthood door window installation - ongoing
Full length fly window 612 to 617 done, need feedback
Visors
Seating

- Engineer's side, Baltaurs OK. Progress of high back seat installation in Dash 8-9's unknown as low back seats not required for Dash 7, CAT unit high back seats will be installed

-armrest height under investigation, length?

-Supply knob for field adjustment of armrests

-seat cover availability and maintenance schedule to be determined

Baggage storage installation - ongoing
Oven installation accelerated, some ovens installed but not connected
Overhaul for Dash 8's set back due to increased workload of Dash 7's, 12 to be done this year commencing June, balance by June ' 97
Sinks to be installed in pre - plumbed units (4623- 26) when delivered, GM's and balance on overhaul
Soap dispensers
Garbage cans, not happy about new type supplied on floor, Ministry requirements, no answer from MARC re exemption
Suggest swapping Q-Trons so conductor my use measuring device, not acceptable by CUTE 1
CAT desk arrangement to be reviewed by Local 1923 rep
Lightweight knuckles, AAR to approve

 

NEW BUSINESS

Micropore fridges, racks need modification
Draughty control consoles on 4600's
Suggest Dash 9's be included in headset installation priority
SBU racks, supplied on end plate of Dash 8-9, similar installation priority on GM's
Increased diesel engine use on Tumbler sub, can we have air packs on board?
Heating of toilet rooms on electric engines
Electric engine have not been included in scope of this committee, request that upgrades similar to rest of fleet be considered, Sopel to deliver scope
CAT sanders, freezing in winter -no sand
Suggest maintenance schedule for toilets, dump solution at regular intervals to prevent smell, make cleaning part of intermediate terminal duties, Sopel responds that changing fluid involves cost, that fluid is changed as needed depending on condition. suggests booking toilet in defect log if problem, crew to clean toilets on-line as required
Separate heater control on conductors side not possible electrically
Rubber handles on engine controls? Opinions?
