Peter Rebaliati states that he is hoping to resolve some long-outstanding issues. There has always been some controversy regarding whether this committee belongs under the jurisdiction of Mechanical or Service Delivery. He took it upon himself do dissolve the existing committee and appoint this new committee, which will now be comprised of the present unionized members as well as a field supervisor from each end of the railway, and two people from mechanical.
The two outstanding issues on the agenda are limited working space in the Dash 7's and GM's and installation of a headphone system.
Cab Room
The available cab space of both the GE Dash 7s and the GM SD40s is about the same dimension. We need to be able to accommodate seating and baggage for three crew members; including either a trainee or a required brakeman. Storage of crew baggage is the problem, there needs to be a place to store six bags.
At a recent ad hoc meeting with the Prince George members it was suggested that the toilet in the short hood of the GM SD40's be moved to the long hood. This would open up enough room for the inside short hood wall to be moved forward, which would create about an extra two feet of interior floor space. Probably enough space for bags and some extra foot room for the center seat. Moving the toilet to the rear might make it easier to heat the toilet space to Ministry regulations (68 F). Possibly use hot water heat.
If the storage space can be increased, the committee agrees to give up the idea of a removable center seat. The existing seating arrangement will be maintained. The IPS seat chosen by our respective General Chairs will be installed in the center. The seat will be reclinable and situated so that it can be rotated with its back out of the way, against the control stand when not in use. Enginemans seat to be Balaur type, sidewall mounted on rails. The conductors seat will be high-backed reclinable, rotatable Air Chief type.
The committee agrees that the egress problem will be ameliorated if the bags are off the floor.
Discussion arose about whether the enginemans seat in the Dash 7's blocks the rear door in normal circumstances; does it create an egress problem? The CUTE 1 contingent were very adamant that they do not want to lose the agreed-to Balatur seat arrangement. Apparently, the Ministry is aware of this condition. It was decided that individual members experiment with options for the seat-door arrangement and address it at the next meeting.
The new storage space in the front hood will be level with the existing floor.
We will try a similar arrangement in the Dash 7s, but the space gained by moving the short-hood wall will only be about 18". We will explore the option of creating additional space behind the conductors seat by bumping out the wall and window towards the walkway. Harry requests that if the short-hood wall arrangement is changed, that we ensure that the pull-out desk located in the wall is as close to the conductor as possible.
A commitment was given by G. Younger to have drawings and costing of the proposed modifications done by the end of June, possibly have a prototype by September 1998. The Ministry will be contacted for approval.
Other Issues
Best Engine On Head End
Bob Sharpe points out that we had had a previous commitment to have the best engine in the consist on the head end; this has not always been done. Peter Rebagliati agrees, it is a local issue in Prince George. Peter and Gord will follow up to find out why this is not being done.
Toilets
Toilets are not being dumped regularly, north of James. Grod Younger thinks that possibly procedures are not being followed in Prince George, he will follow up. Gord points out that foreign matter is being placed in toilets, including bleach, ammonia, Ajax, water cans, paper towels. There is a danger to health mixing chemicals, and obvious problems with cans and towels.
Emergency Locator Device, Crash Beacon
Harry Ulch want s to progress the emergency locator beacon issue. He has contacted D. Griffin this morning, passed a quote for equipment to Ernie Friesen. Apparently, past research has shown that the hardware is cheap, the expensive part is getting the signal to our radio system. Bob Sharpe states that each time we argue this issue up with the railway, they cite high costs.
Harry and Peter to talk further with D. Griffin this afternoon. Possibly invite D. Griffin to the next meeting.
Non-skid Strips on Interior Stair Nosing
Works well, can you step up the installation?
Baltaur Seats on Yard CATS
Only four done, 621 coming out of paint shop this week. Rik will please evaluate before the rest are done.
640s, 631 and 632
All to be retired by the end of the year. Will be replaced by 8002 and two sister units. Seating on 631-2 to be mechanically sound and foam in good condition.
Electric Engines
To remain until 2003. Will spend $100,000 each on upgrades.
Existing Seating
Air Chief seats not as dense foam as others, can a denser foam be supplied? G. Younger to investigate.
Crews must report broken down foam in seats in the engine defect book as they discover them. They will then be replaced.
Other Misc.
- Budd gauge lighting, can it be brighter?
- All seat cushions to be cleaned by the end of June.
- Window stop blocks to be removed.
- Ovens need to be cleaned more often.
New Business
Fridges in Engines in Bridge Yard
Fridge doesnt work while engines are shut down, no cold water. Can you leave them running? No. DC fridge will drain batteries. Suggest a fridge in the yard office to store water. P. Rebagliati to investigate.
Web Page
The committee agrees to allow past and future UTU reports of engine cab meetings to be published on the UTU web site.
Hard Hats Supplied?
Member requests that engines be supplied with hard hats. No. This is a hygiene issue. Any employee who requests a hard hat will be issued one.
Budd Car Upgrades
Anything planned for upgrading Budd cars? G. Younger to investigate and include in the minutes.
Headsets
17 yard engines and 7 road engines, including 2 electrics have interface units already installed. Ron Pasowicz to find out which ones.
Agree to install the six additional available interface units on Dash 8s. Need to purchase headphone sets. Will have 4 people form each terminal test the headsets. Moorhouse will develop an evaluation questionaire modeled on CP Rail noise / headphone test. Rob to contact Harry and Dave to progress further.
Jackets
Rob Pasowicz to arrange the purchase of eight fleece lined jackets for committee members.
Meeting adjourned 1400.
