ROCK DUST

14.19.1 GENERAL REQUIREMENTS

Application
14.19.1.1

Sections 14.19.1.2 to 14.191.5 apply to rock crushing, drilling, mucking, excavation, loading, unloading, transportation, track grade construction, marsha11ing yards, workplace areas or similar operations and areas.

Dust Control
14.19.1.2

(1) The railway must ensure that dust concentrations to which an employee may be exposed are maintained at or below the established exposure limits, by one or a combination of:

(a) mechanical ventilation;

(b) the use of water spray; or

(c) other equally effective methods .

(2) When practicable, ventilation systems for removing dust be equipped with effective filtration.

Restricted Access

14.19.1.3

The railway must ensure that only those properly protected employees who are necessary to perform the work are permitted in a dust hazard area.

Rock Drills
14.19.1.4

A rock drill, other than a manually-powered rock drill, must be" equipped with a dust suppression system, acceptable to the safety officer, that

(a) uses water jet, spray, or other equally effective means to suppress drilling dust, and

(b) operates whenever the drill is in use.

Rock Crushing Plants
14.19.1.5

Rock crushing plants must be equipped with the following dust controls:

(a) rock crushers, including jaw, roll, cone, or hammer mill must have an effective mechanical exhaust system;

(b) screens releasing dust must be partially covered and have an effective mechanical exhaust system or an effective water spray system;

(c) the screen discharge hopper must be enclosed and if dust is released must have an effective mechanical exhaust system or an effective water spray system;

(d) material transfer points releasing dust must have an effective mechanical exhaust system or an effective water spray system;

(e) a suitable dust collector must be installed on a mechanical exhaust system;

(f) dust discharge from a mechanical exhaust ventilation system must not be recirculated into work areas; and

(g) when practicable, the operator must be enclosed in a pressurized cab equipped with air f1ltration and noise suppression.
