LUNCHROOMS, W ASHROOMS, SHOWERS AND CLOTHING STORAGE FOR SHOPS AND OFFICES

14.9.1 LUNCHROOMS

General Requirements
14.9.1.1

A lunchroom must be a self -contained room equipped in conformance with this Division, and any building used by the railway must have a lunchroom, if so directed in writing by an a safety officer .

Minimum Size
14.9.1.2

The following minimum number of square metres per person, based on the maximum number of persons working on a shift at anyone time, must be required for the seating area of a lunchroom:

Floors
14.9.1.3

The floor of a lunchroom must be impervious to water .

Ceiling and Walls
14.9.1.4

(1) The ceiling and walls of a lunchroom must be of such material as to be easily cleaned and kept in a clean condition.

(2) Both ceiling and walls must have a light-coloured washable surface.

Exits
14.9.1.5

A lunchroom must not contain an exit leading into a washroom.

Lighting

14.9.1.6

Shielded illumination must be provided in a lunchroom to provide 30 footcandles at 0.8m (30 inches) above the floor .

Temperature
14.9.1.7

The minimum temperature of a lunchroom, while in use, must be maintained at 200 C. (70° Fahrenheit).

Windows
14.9.1.8

The window area of a lunchroom must be equivalent to at least 10% of the floor area, and windows fitted to open must be equivalent to at least 5% of the floor area, unless adequate mechanical exhaust to the outdoors is provided to permit a minimum of 6 air changes per hour , unless a safety officer directs otherwise.

Sinks
14.9.1.9

A 2-compartment sink must be provided in a lunchroom, and it must be connected to a source of hot and cold water, unless a safety officer directs otherwise.

Cupboards
14.9.1.10

An enclosed cupboard must be provided in a lunchroom for food, dishes and utensils, unless otherwise directed by a safety officer .

Tables and Chairs
14.9.1.11
Tables with impervious top surfaces and chairs equipped with back rests must be provided in a lunchroom.

Heating and Cooling of Drinks and Food
14.9.1.12

Appliances for heating and cooling of drinks and food must be provided in a lunchroom, unless otherwise directed by a safety officer .

Dishes and Utensils
14.9.1.13

Dishes and utensils must be provided in a lunchroom, if so directed by a safety officer.

Disposal of Waste Food and Paper
14.9.1.14

(1) Sufficient receptacles with self -closing lids must be provided in a lunchroom and must be used by the employees for the disposal of all waste food and paper .

(2) Receptacles must be maintained in a clean and sanitary condition and must be emptied daily.

Water Supply, Quality and Source
14.9.1.15

Water supply, quality and source must comply with the requirements of Division 21 of this Part.

14.9.2 WASHROOMS

Separate Washrooms
14.9.2.1

(1) Every building used by a railway normally employing more than 6 employees, at that location, must have separate washrooms for male and female employees, with separate approaches thereto, and signs clearly indicating sex, when both sexes are employed within that building.

(2) Every building used by a railway not normally employing more than 6 employees, at that location,

must provide a device for securing the washroom door from the inside, when both sexes are employed within that building.

(3) When only one sex is employed within a building, a washroom for only that sex need be provided.

Washrooms in Shops
14.9.2.2

All buildings used by the railway as a shop, must have each washroom therein equipped with:

(a) one toilet and one urinal for every 25 male employees or fraction thereof, and one toilet for every 9 female employees or fraction thereof, except where the maximum number of employees on any shift is less than 6, when one toilet only is required, and

(b) one washbasin or washing facility satisfactory to the safety officer, connected to a source of hot and cold water, for every 15 employees or fraction thereof.

Washrooms in Buildings Other than Shops
14.9.2.3

Unless so authorized by a safety officer, every building used by the railway, excluding shops, must have each washroom therein equipped with:

(a) one toilet for 9 employees or fraction thereof, 2 toilets for 10 to 24 employees, and thereafter; one toilet for each additional 25 employees, except when more than one toilet is required in a washroom for male employees, urinals may be substituted for half the required number, and

(b) one washbasin connected to a source of hot and cold water in a room containing l or 2 toilets or urinals, and at least one additional washbasin must be provided for each additional 2 such fixtures.

Washroom Supplies
14.9.2.4

Every washroom must have sufficient:

  1. clean towels;
  2. (b) soap;
  3. (c) toilet paper;

    (d) covered waste receptacle(s); and

    (e) safe drinking water, located within or close to the washroom;

    (i) through a fountain with a guarded faucet, separate from other fixtures, or similar faucet if the supply is from a water cooler with drain, or

    (ii) through a tap, in which case there must be a sufficient supply of disposable drinking cups.

    Determining the Number of Toilets Needed
    14.9.2.5

    (1) For the purpose of determining the number of toilets, urinals and washbasins required, such facilities must be calculated on the basis of the largest number of persons employed on any shift at one time.

    (2) Where washrooms are provided for public use they must be separate from those provided for the employees, and must not be included in calculating the required equipment to be installed in employee washrooms.

    Ventilation
    14.9.2.6

    (1) Mechanical exhaust ventilation to the outdoors for washrooms, showers and clothing storage areas must be supplied at the rate of at least 6 air changes per hour , with the exception of washrooms containing one toilet only, in which case an openable window or equivalent may be deemed sufficient.

    (2) Where exhaust systems are required, provisions for make-up air must be provided.

    Location or Washrooms
    14.9.2.7

    (1) Washrooms must not be placed more than 61 m. (200 feet) walking distance from any working area in a building used by a railway, unless a safety officer directs otherwise.

    (2) In multi-storied facilities and office buildings, washrooms must not be more than one floor above or below the working area, unless a safety officer directs otherwise.

    Privacy
    14.9.2.8

    (1) Every toilet must be under cover and so partitioned off from the other toilets or urinals so as to secure privacy, and must have a proper door, that has a locking device on the inside, and a clothes hanger .

    (2) The walls of compartments or partitions between toilets may be less than the height of room walls, but the top must not be less than 1.8 m (6 feet) from the floor, and the bottom not more than 0.3 m (I foot) from the floor.

    (3) The washroom ceiling height must be at least 2.1 m. (7 feet).

    Floors, Walls, Ceilings and Partitions
    14.9.2.9

    (1) In all washrooms the floors and inside walls to a height of at least 10 cm. (4 inches), including the angle formed by the floor and side walls, must be impervious to water .

    (2) The floors, walls, ceilings, partitions and doors of washrooms must be of a finish that can be easily cleaned.

    Protection Behind Washbasins and Urinals
    14.9.2.10 The wall behind and adjacent to a urinal or washbasin must be impervious to water to a height of at least 1.2 m. (4 feet).

    Toilet Seats
    14.9.2.11

    (1) Toilet seats must be of the open front type, and material must be impervious to water.

    (2) Subsection (1) shall apply to toilet seats installed after January 01, 2000.

    Washbasin Equivalence
    14.9.2.12

    Each 0.6 m. (2 feet) of the circumference of a circular pedestal washbasin must be the equivalent to one handbasin.

    Space Requirements for Toilets, Urinals and Washbasins
    14.9.2.13

    The minimum floor space required for toilets, urinals and washbasins must be as follows:

    14.9.3 SHOWERS

    Showers Required
    14.9.3.1

    (1) Where an employee may be exposed to toxic, noxious, irritating or infectious material or gases, or extremes of temperature or humidity , a railway must, forthwith upon being required to do so by a safety officer in writing, provide:

    (a) showers with sufficient hot and cold water;

    (b) clothing storage facilities for working clothes to be located adjacent to the shower area; ( c ) clothing storage facilities for the employee's street clothes ;

    (d) individual lockers for the storage of working clothing and street clothing in the respective clothing storage rooms;

    (e) such laundering facilities, laundering services and supplies as the inspector may deem necessary; and

    (f) maintain for the use of employees required to shower, a c6nvenient and sufficient supply of;

    (i) individual clean bath towels, and

    (ii) barred soap.

    (2) When an safety officer so directs, a railway must require employees designated in subsection (1) to:

    (a) take a shower before leaving the work area at the end of each shift;

    (b) leave contaminated work clothing in the designated storage area; and

    (c) dress in a clean clothes storage area.

    Additional Requirements
    14.9.3.2

    A safety officer may, in written direction to a railway, vary, add to or alter in any way the requirements of sections 14.9.3.1 to include:

    (a) the number and type of showers to be provided;

    (b) the physical arrangements of showers, washrooms and locker rooms;

  4. the construction standards and finishes of showers and locker rooms;
  5. (d) the heating, ventilation and air velocities in such facilities;

(e) the responsibility for the supply of laundry services and clothing; and

(f) any other matter which may add to the effectiveness of such facilities.

Temperature
14.9.3.3

Shower rooms must be heated to maintain a minimum temperature of 19o C. (68° F.) measured at 1.5 m (5 feet) above the floor .


14.9.4 CLOTHING STORAGE

Clothing Storage Required
14.9.4.1

Every railway must provide suitable accommodation for clothing not worn by employees during working hours, if a safety officer so directs.

Storage Facilities
14.9.4.2

(1) A safety officer may prescribe suitable accommodation be provided by a railway for work clothes which must be dried or be cleaned or be kept separate from street clothes due to the presence of poisonous, infectious or irritating materials, by requiring lockers in the working area, or in a separate room, or adjacent to a washroom.

(2) The room or the lockers or both must be ventilated and heated as required by the safety officer however, where clothes are stored in a separate room, lockers may not be required.

(3) If any safety officer so directs, a railway may be required to provide an employees' dressing room, and/or individual lockers in a shop.

Clothing Storage Prohibited
14.9.4.3

The storage of clothing or other articles in a washroom is not permitted.
